Looking for an IATI Consultant

Scope of Work
As 3ie has a mix of both core funds and project funds from a mix of donors and many projects
which are funded by multiple donors that need to comply with IATI standards and be published
on the IATI website:
 Review all applicable data.
 Produce an inception report that will include, at a minimum, this information: (1) advise
how the 3ie data can be published according to the IATI standards; (2) propose a means

for updating data to meet DFID minimum requirements; and (3) include a risk register
outlining the major risks to 3ieofpublishing to IATI standards and appropriately robust
and reasonable recommended mitigating actions
 Create or adapt any and all needed templates needed to convert existing data to meet
IATI requirements, which includes core funds, project funding and projects funded by
multiple donors. Train designated staff on the data entry using the templates, including
how to do data quality control and quality assurance to ensure they are correct.
 Draft a manual explaining the requirements relevant for 3ie, how to use the templates
and how to do data entry and how to do data cleaning, quality control and quality
assurance.
The designated staff to be trained are based in New Delhi, India. The consultant will set out a
proposal and budget that can be based on-site, off-site or a mix of these approaches.
Minimum qualifications
The consultant will have these minimum qualifications:
 At least 3-4 years of experience working on IATI standards and data requirements.
 Demonstrated experience of handling similar consultancy assignments for international
non-profit organisations.
Selection criteria
The proposals will be reviewed by a selection committee within 3ie, using the following criteria:
 Overall proposal of the consultant
 Relevant experience of the consultant working with international non-profit organisations
 Cost Proposal
Eligibility
Individuals or legally registered profit or non-profit firms or organisations are eligible to apply.
3ie will recruit a single consultant. For-profit firms wishing to apply must adhere to 3ie’s indirect
cost guidelines. The consultant must be able to conduct work with 3ie staff during India
standard time working hours. 3ie especially encourages women, ethnic and other minorities
and differently abled people to apply.

Applicants must submit the following documents and information in Word or PDF:
 Cover letter not to exceed one page
 Proposal not to exceed 10 pages, including the budget
 CV not to exceed three pages
 Three references who can speak about relevant previous work
