At the moment, the guidance says “If region vocab 99 (reporting org) is used, it is strongly recommended that a link to the codelist is included.” This means that a publisher can use a 98/99 codelist, but not include a link or narrative elements, and therefore data users will not know what the codes (data) represent.
A rule is needed to require a link OR narrative element for each code from a 98/99 codelist.
