Target and actual value attribute type

Right now the 2.02 standard indicates that the “value” attribute fo the “target” and “actual” fields in result should be a string. What is the reasoning behind this?

Since the “measure” attribute of the “indicator” field determines the unit of measure it seems that the field should be of type decimal, in order to work with the values as possible aggregates.
